It may be that the key is bound to a shortcut. You can check Preferences > User Interface > Shortcut Keys to see if that's the case, and clear the shortcut if so.

For instance, some Turkish users on Mac, for instance, have found that the "Ş" key in a default installation is interpreted as a fullscreen shortcut. This can be fixed by clearing that shortcut association.
